Guest Speaker: Hayley Guglietta 

Hayley highlighted some progress made by the R.R.B.A during the past three years. She went on to describe the scope of the work of the Riverlution Collective (establishment of forests, trails, activity areas, etc), and detailed the large number of organised groups making up the collective. Avebury House had become a repository and centre point for much of the work. Other initiatives included the Riverlution Art Trail, collaboration with Delta Trust, the development of a Food Resiliance Plan, and the Wayfinding Project for which parklets, sign boards and a trail were complete and further development is underway through our community activator. Hayley went on to mention a number of opportunities for further exploring and developing. These included collaborating with developers of infill housing projects, initiatives to complement the proposed Eden Project, better use of the Developmental Contributions Funding, strengthening the working relationships with local organisations and businesses and continuing to develop existing projects.

Item 1. Inwards correspondence

1.1 10/6/2021 CCC Medway Street Bridge and River Road closure

Hamid Mirbaha, Senior Transport Network Planner-Specialist, Asset Planning Transport Planning and Delivery City Services. – River Road Closure

Suggested course of action:

  1. Short term: Going ahead as per the designs to make Rive Road a cul-de-sac north of CASA Preschool with concrete bollards.
  2. Long Term: When land is handed over to the CCC from LINZ, construct a mid-block access to CASA preschool and then stop North Avon Road and Flesher Ave as well as the remaining section of River Rd between the stopped sections.

 

Youssef Ekladious, Project Manager – Capital Delivery Community Department Citizens & Community. – Medway St Bridge

Note the following:

Work is progressing well in off-site activities (e.g. procurement of materials, subcontractors and preparation of workshop drawings)

It is expected that the Contractor will mobilize to the bridge site around mid-August 2021 with the construction work completion expected by February 2021

Inspection and Quality management plans are in place to ensure the bridge construction is preformed with the required quality and meeting the specifications

The Contractor Environmental management plan has been prepared,  reviewed and sent to Environment Canterbury, to ensure the contractor compliance with all environmental regulations and requirements.

Side Note: We have already been advised by CCC that River Rd will be closing for the construction of the bridge as the new design encroaches on the current road layout. There was consultation in the 2015 regen plan regarding the full closure of River Road and this is still on the plans.

1.2 15/6 – Email from Christchurch NZ regarding street banners

Lisa Hoffman, Enquires@christchurchnz.co.nz Brief discussion around information suppled by Christchurch NZ for street banners, there is a cost of approx $1500 to do an engineer’s  lamppost report which is not funded by ChristchurchNZ.

It was then decided there would be a sub committee created to deal with all things marketing and promotion for the Association. Jen Hayley and Craig have put there hand up for this and will continue to work on outcomes for the actions relating to marketing and promotion.

1.3 16/6 – Email from CCC Michael Ferigo re Richmond Cycle Safety Route

Inform that he was still working on the concept, had had walk throughs and planning sessions and was collaborating with other engineers involved with the Richmond road repair programme. He advised that funding could still be an issue.

Further correspondents with Rae to try and organise her to come along to August meeting as was not able to give any info relating to the social housing in Sorensen Place and this is our earliest opening for a guest speaker. She replied to advise that they will communicate directly with effected neighbouring properties, and we will get the info at the same time.

4.1

Community Activator Report

Deon presented his activation report to association

Progress Grid:

  • Ongoing, Asset Map the Richmond Village – Approx 70% done
  • Ongoing, Increase Membership and awareness of RRBA – Information and contacts if they are consented are being collected which will be added to the database and then membership can be requested. This could be a project that is specifically targeted for the BID fund.
  • Initiated, identify positive stories for news and website – 2 potential stories identified, and further ideas canvassed. Meeting with Jen to discuss and progress this to the next stage. BID fund opportunity.
  • Delayed, Richmond News and We Are Richmond Blog Alignment – Initial identification of a resourcing issue and potential to strengthen content sharing between publications. Ongoing analysis to come.
  • Ongoing, Upgrade of the Richmond Village sign – Two companies have indicated a wiliness to do this work.
  • Initiated (Behind), Wayfinding extension into the Richmond Village – Initial meeting with Hayley to get the background to the project. 
  • Ongoing, Empty shopfront activation – Further discussions with council and met with Life in Vacant Spaces who can take a lead on and will call empty shop owners for a discussion.

Rejuvenation of Stanmore Road (Greening the East)

Central Ward have a current project underway and funded to rejuvenate the Linwood end of Stanmore road, which they advise will be eventually linked to the OARC. Michelle Lomax as the chair of this working group and it’s explained as “Green corridors, more trees and walkways, spaces that encourage biodiversity, nature play areas, pocket parks, and interweaving cultural history are all part of the integrated plan to boost the natural habitat to support ecological health and community well-being in the city’s inner east Greater infrastructure in our local neighbourhoods is core to this plan.”.”

It was questioned why this is only being done in such a small area rather than the full Stanmore Road area which is in whole desperately needing full revitalisation due to lack of spending for years. A.Davids explained there was only so much funding available at this stage so this is being done in stages and eventually will move through as funding was available.

This was mentioned in the latest community board meeting as We are Richmond having interest in extending or creating our own project similar to the one J.McLellan is involved with.

Phillipstown / Richmond / Linwood Security Group

Hayley was invited to a meetng from one ofher contacts Josh as we are experiencing silimar anti social beahiours in our community. Hayley attended, reported back it’s a group that meets  every now and then with local body representatives and Police to address crime police responce, community risk, social development options, reporting and public awareness of what to do when issues are happeneing. We are Richmond are interested to keep attending the meetings and Murray has expressed interest in this. Hayley will contine to attend these and report back to committe. Murray has also expressed interest and Hayley will advise when the meetings are so he can attend

4.5 AGM
Next month is our AGM, We have Hayley Guglietta as our guest speaker (I look forwarding to hearing about projects and work going on in the Richmond green zone and more).
We will publicise our meeting and call for Committee Member nominations and welcome new members in the coming month through a We are Richmond Newsletter to existing members, Social media for all members and via our website
4.6 C.C.C. updates – Richmond Safe Cycle Route
The project is under current discussion with the Community Board by the CRAF staff who are having another meeting with the Community Board soon – with potential of half the project gaining early delivery via the CRAF funding. Although this would only provide for the upper(northern) half of the route that falls within the CRAF funding area. There is some potential for covering some of the work via the Richmond area scheduled works. If over the next 6 months none of the CRAF nor scheduled general road upgrades firms up to cover costs I will look at the possibility of presenting the cycle route as a candidate into the annual plan for the regular long-term plan. This isn’t the preferred option as at the moment the highest prioritised local cycle projects aren’t listed until five years into the ten-year capital programme.
4.7 ICAN Meeting, Public Meeting this Saturday re Housing Intensification (Greg Partridge)
The meeting has been set up in order to discuss housing intensification, the fact the CCC are not enforcing the rules in the District Plan / Resource Management Act, and how developers are therefore being permitted to bulldoze our neighbourhoods and clog them with poorly designed housing that is at a much higher density than the CCC should be granting Resource Consents to erect. 18 different community groups attended the ICAN meeting, there was overwhelming public support that CCC are not doing the greatest job, we want them to work with us and want to be heard. ICAN are going to approach central GOVT for action. ICAN want input to RMA to build on climate and ecology for better housing outcomes. It would be useful to have a bigger pressure group to work positively for engagement, with commissioners, lawyers, ex resource consent staff etc that have a better understanding of legislative points of view in high level plan documents.

4.8 C.C.C. updates – North Richmond Road Repair Programme
Chrystal, Petrie and Warden St 2021 detailed design being finalised. Project delivery onsite 2021 Dudley St, Nicholls St and Stapletons Rd 2022 -Design in Dudley to protect trees and their roots. Nicholls St and Stapletons Road looking at confirming scheme in preparation for consultation. Project delivery onsite 2022. Projects for the 6 streets are progressing well.
4.9 R.R.B.A. charity status
Hayley discussed where this was up to, no progress has been made so she is taking this action to bring to completion. It is easy enough to register as a charity and I can do this no worries. It costs $51.11 per annum and we have to upload our charities report each year The only reason for doing this at the moment is so that I can get us a free G Suite for secretary@wearerichmond.co.nz and a central repository for our documents. If I cannot get this for free it costs us $12 per month for the one email which is $144 per annum. The other benefit to having charity status is the funders feel more comfortable with this extra governance step.
4.10 Stacy Holbrough – Papanui-Innes Community Board – Community Development Advisor
Stacy didn’t have any new updates for us this month.
She wanted to thank us for all the hard work and effort we put into our submissions to our CCC submissions.
4.11 BAS Site
We briefly discussed the BAS and the map that was provided by MOE to Murray of what the site plan is.
There was an update in a recent BAS newsletter to advise Ferndale school which is currently located in Merivale Lane is going to be rebuilt on the land between BAS and Shirley Intermediate, its in the early stages of planning and is expected to be completed in 2024. Ferndale school is a special education school with a base school currently operating in Merivale Lane and satellites in the East of the city at various schools. (We can only assume this would be the Grey/White area where the Spartan Hall currently sits) This is exciting news for Richmond. Riki Edmonds from MOE indicated “I have my monthly catch up with the school on Tuesday and will mention you have been in touch to discuss the opportunity of the Community getting involved to develop the space. I will get back to you Wednesday next week if that’s OK?”

5.1 London Street
David to coordinate special meeting for whole Association re London Street. CCC spokesperson (Peter Rodgers) to come and explain the complexities of this area and how to move forward.

5.8 Otākaro Network – planting programme

  • 400 plants have been added to the Fungi Fram, official inoculation is 19/6/2021, 10:30am – Hayley will send out invites through social media.
  • Three Sites on Dudley Stream have been identified for a planting day on 24/7/2021 – Hayley will invite to R.A.D.S. for assistance.
  • North Avon/River Road/Medway Street/Flesher Ave block has been identified as a community forestation project, 5-year planting plan to be implemented.
  • RCG House has been working on the house they were gifted from LINZ and want to create a Demo Home start up to complete repairs and showcase skills of numerous businesses in this.

5.9 Avebury Gala – review of We are Richmond/R.R.B.A.’s role
Jen to obtain cost for design and production of a banner REF 5.6 and strong portable display boards. Hayley to create a QR Code specifically for association and possibility of storage space for this within Avebury House.

Jen to create a basic flyer of contact persons for site/OCHT/Council for issues and laying complaint over building issues regarding Gowerton to be delivered around the immediate neighbours.

5.13 Richmond Community News – publication of our meeting venues, dates and times
Hayley to ensure included in the What’s on section of RCN for May meeting date.

Asked for a brief of what we would like to get from their presentation so they can prepare something.
Brief of Richmond Parks, when are upgrades due? When can we expect to hear back re Avebury Park consultation that took place October 2020, what are plans if any for upgrades of Richmond Parks, How to continue on with work in Petrie Park done last year to make more attractive for locals to use. What are their roles and how can they help us into the future?
